These cookies have lots of raisins, too many, according to some of my testers. You may want to use fewer.

Ingredients

1/2 Cup(c)  whole wheat flour
1/2 Teaspoon(t)  cinnamon, ground
1/2 Teaspoon(t)  baking soda
1/2 Teaspoon(t)  salt (optional)
2 Cup(c)  rolled oats (old fashioned oatmeal)
1 Cup(c)  raisins
1/2 Cup(c)  butter, softened
1 Cup(c)  sugar
1   egg
2 Tablespoon(T)  water
1 Teaspoon(t)  vanilla extract

Preparation

Preheat the oven to 350°F. Thoroughly grease 2 large baking sheets. In a medium bowl, stir together the flour, cinnamon, baking soda and salt. Stir in the oats and raisins. Set aside. In a large bowl, cream the butter. Add the sugar and beat until light and fluffy. Beat in the egg, water and vanilla. Beat in the dry ingredients until completely combined. Drop by rounded tablespoons, leaving about 1 1/2 inches between cookies. Press with fork to flatten slightly. Bake 12 to 15 minutes, or until browned on bottom. Cool on racks.

Additional notes

Variation: For crispier cookies, reduce water to 1 tablespoon and use quick cooking oats (not instant) instead of the rolled oats.
