Recipe Description
In Senegal, this is called a rice and Fish stew. We worked to keep the carbohydrates as well as the calories down.

Ingredients

1 1/2 Cup(c)  chopped onion
3/4 Cup(c)  green pepper chopped
1/3 Teaspoon(t)  cayenne pepper
1 Tablespoon(T)  olive oil
3 Ounce(oz)  no-salt toruato paste
1 Cup(c)  low-sodium water
1 Pound(lb)  halibut
2   sweet potatoes
1/2   head savoy

Preparation

Heat the olive oil in a 5-quart Dutch oven and saute the onion and green pepper in the oil for about 5 minutes, or until translucent.

Stir in the cayenne pepper, tomato paste, and water.

Bring to a boil, then reduce to a simmer.

Layer the fish on top of the tomato mixture; place the potatoes around the fish and cover them with the cabbage wedges.

Cover the pan and cook for 1 hour, or until the potatoes and fish are tender.

This stew is often served with boiled rice.

Great served over rice!
