16 Ounce(oz)  quick cooking white rice
1/4 Teaspoon(t)  red pepper flakes
9 Ounce(oz)  frozen cut green beans, unthawed
15 Ounce(oz)  kidney beans, drained and rinsed
24 Ounce(oz)  tomatoes in tomato puree, crushed
1/4 Teaspoon(t)  black pepper
3 1/2 Ounce(oz)  chill seasoning mix
1 Pound(lb)  lean ground beef
1/2 Cup(c)  frozen sweet green pepper, chopped and unthawed
1 Cup(c)  frozen onion, chopped and unthawed
2 Tablespoon(T)  vegetable oil

Preparation

Heat the oil in a large saucepan over moderate heat for 1 minute. Add the onion and green pepper and saute, stirring often, for 5 minutes, or until slightly softened. Add the beef, breaking up large clumps, and cook, stirring, for 5 minutes or until no longer pink. Pour off the fat. Add the seasoning mix and black pepper to the saucepan and cook, stirring, over moderate heat for 1 minute. Mix in the tomatoes and kidney beans and bring to a simmer, stirring often. Add the green beans and the red pepper flakes. Cover and simmer for 5 minutes. Meanwhile, cook the rice according to package directions. Divide the rice among 4 soup bowls and ladle the chili on top.
