Heat oven to 325°F
Whisk the ketchup, apple cider, vinegar, Worcestershire, garlic, and brown sugar together in a medium bowl until smooth. Set aside. Season the meat with the salt and pepper.
Heat the oil over medium-high heat in a large Dutch oven.
Brown brisket on both sides about 5 minutes each side. Add the onion and the ketchup mixture and stir to combine.
Cover, transfer to the oven, and braise until the meat is very tender and pulls apart easily with a fork -- about 2 1/2 hours.
Remove meat from oven cover with foil for about 10 minutes, then slice and top with sauce.
