Heat the oil in a large saucepan over moderately low heat for 1 minute. Add the onion and carrots and saute, stirring frequently, for 5 minutes or until tender. Push the vegetables to one side of the pan and add the sausage and beef. Raise the heat to moderately high and saute, stirring constantly, until the beef is browned about 5 minutes. Drain off excess fat. Add the tomatoes and bring to a boil, then reduce the heat to low, cover, and simmer for 15 minutes. Meanwhile, cook the pasta according to package directions. Add the beans to the sauce, cover, and cook over low heat until tender, about 5 to 7 minutes longer. Drain the pasta, mound on a platter, and top with the sauce.
